He grew up in Haerbin and completed his primary and secondary education there. In 1989, he studied electrical engineering in Braunschweig, Germany, and graduated in 1993; in this time, he was interested in semiconductor and its physical principles.

In Ting's university life, he first made contact with the virtual community, through the management a forum long time which introduction of scientific knowledge. In 2003, he first heard of Wikipedia and Wikimedia from an article in a newspaper about German Wikipedia. Since then editing Wikipedia has been his hobby. He originally started editing the German Wikipedia, but soon changed his focus to the Chinese Wikipedia.
Ting took part in the first Wikimania, Wikimania 2005, which took place in Frankfurt; and he instructed Chinese Wikipedia Community. He also made an appearance at the Taipei Wikiamania. He has been the chair of the Wikimedia Foundation since July 2010.[1][2][3]
